No. Hong Kong law does not require you to hold private health insurance. Public care can still cost a lot if you are not an eligible person. The Hospital Authority charges non-eligible persons HK$2,100 per A&E attendance and HK$7,400 per day in a general hospital, from 1 January 2026. Hong Kong ID card holders are generally eligible persons and pay lower subsidised rates.
Local plans usually cover treatment in Hong Kong. International plans can also cover treatment in other countries and usually cost more. Before you choose, check the geographic cover, the annual limit, the room type and which private hospitals you can use.
